International Advisor - Nigeria Country Program Development at United Nations International Children's Emergency Fund (UNICEF) in Abuja

Profile

The development of the UNICEF Nigeria Country Program (2028–2032) comes at a pivotal moment for both Nigeria and the worldwide development landscape. Nationally, Nigeria is getting ready to roll out its National Development Strategy (2026–2030) and to co-produce a new UN Maintainable Development Teamwork Structure (UNSDCF) 2028–2032, both of which will set the direction of the country’s development trajectory. These methods are unfolding amidst rapid demographic growth, technological changes, ecological stressors, widening community-related inequalities, and the upcoming 2027 general elections, which are anticipated to reset compliance key focuses for the coming ten-year-period.

Outputs / Results

• Unify evidence synthesis, combining lessons learned, reviews, and foresight evaluation to guide program design.
• Generate a matrix linking evidence to prepare program key focuses based on the theoretical model
• Active involvement, co-facilitation and technical direction in a minimum of 6 primary stakeholder and work collaboratively meeting sessions (every month CPD letter of recommendation group meeting, Strategic Moment of Reflection, ToC, Outcomes Structure and CPD Confirmation), to guarantee technical quality and alignment of the CPD with the UNSDCF, National Development Strategize UNICEF Business roadmap, and worldwide/regional programs
• Evaluate ToCs
• Documentation on the key discussion points and strategic intent paper to the CPD if necessary
• Based on the ToC, the advisor will assist the development of the CP outcomes structure to communicate effectively UNICEF's country program results and results.
• Prepare the UNICEF Nigeria’s 2028–2032 Country Program Record (CPD) visual stories and annexes divided with the Resident Organizer and endorsed by the Government before finalisation and entry to the regional workspace.
• First prepare CPD visual stories and annexes readied in meeting with the letter of recommendation group.
• CPD internal confirmation workshop
• Amended CPD bundle combining Regional Workspace response.
• Concluding CPD visual stories and annexes that meet UNICEF HQ and Regional guidelines, prepared for delivery to the Executive Board.

At least Qualifications

• Postgraduate degree in Organizing, Public Regulatory framework, International Development, Community-related Sciences, or a relevant field.
• Organizing specialist with at least 8 years of comprehensive expertise and competencies on UNICEF CPD development, Strategic prioritization, ToC development.
• Comprehensive expertise and competencies in conceptualizing Outcomes frameworks for Country Program and outcomes measurement and indicator frameworks.
• Proven expertise in assisting the development of a minimum of 2 UNICEF country program development process.
• Deep knowledge of child rights, intergenerational equity, and maintainable development, which includes understanding possessing applicable worldwide frameworks (e.g., UN CRC, SDGs, Statement on Future Generations).
• Expertise operating with government institutions, think tanks, and multi-party agencies, especially in long-term organizing methods.
