Profile

  • Community-related protection is progressively identified as a fundamental driver of welcoming economic development and maintainable development In Nigeria. Despite significant regulatory framework obligations and ongoing endeavors, efficient community-related protection coverage remains limited, reaching only 14.8% of the population.
  • Government-guided programs often face hurdles connected with weak targeting mechanisms and recognition concerns, largely stemming from inadequate data operational structures and limited managerial capacity.
  • Persistent hurdles hinder the execution and performance of community-related protection programs nationwide.
  • These comprise of limited coverage, insufficient financing, and fragmented synchronization among regulatory bodies, resulting in low population coverage, especially among poor and at risk children, women, and their families.

Scope of Work:

  • The Advisor shall report to the oversight of Community-related Regulatory framework Manager and in close partnership with NASSCO, SOCUs and applicable participants at federal and state levels. The primary duties comprise of:
  • IT assistance for Enumeration and Data Collection:
  • Offer technical support to SOCUs in conceptualizing enumeration strategies, which includes household listing, group targeting, and data collection processes.
  • Assist development and capacity-building initiatives for SOCU enumerators, supervisors, and data validators on standardized resources and procedures.
  • Track site-level enumeration and data collection initiatives in selected states to guarantee compliance to NSR standard procedures and quality benchmarks.
  • Business Synchronization and Organizing:
  • Help during the formation and execution of state-level micro strategies for NSR growth, which includes logistics, timelines, and personnel organizing.
  • Coordinate synchronization between NASSCO, SOCUs, and local government governing bodies to guarantee smooth execution of enumeration initiatives.
  • Assist recordkeeping of execution advancement, hurdles, and lessons learned at both federal and state levels.
  • QA and Information accuracy
  • Assist site visits and confirmation exercises to evaluate data accuracy and uniformity.
  • Evaluate and evaluate enumeration documentation and data results from SOCUs, recognizing differences and endorsing corrective actions.
  • Strengthening Addition and Shock responsiveness
  • Execute plans to improve addition of marginalized and hard-to-reach networks /WARDs in the registry (e.g., persons with disabilities, displaced populations).
  • Assist starting evaluations for consolidation of shock-responsive modules or short-term registries where relevant.
  • Status updates and Information exchange
  • Organize every month advancement status reports, technical summaries, and end-of-task documentation highlighting accomplishments, bottlenecks, and regulatory framework strategic guidance.
  • Record good procedures and advancements from states executing successful registry growth plans.

At least qualifications:

  • An postgraduate degree (master’s or higher) in Community-related Regulatory framework, Economics, Statistics, Public Management, Development Studies, Demography, or a relevant field from a identified institution.
  • A minimum of 5 years of progressively in charge expertise during planning phase, execution, or supervising of community-related protection programs, poverty reduction, or locally-driven targeting mechanisms.
  • Demonstrated expertise in assisting community-related registry development, large-scale household data collection, or group enumeration exercises.
  • Proven expertise in operating with government institutions, especially at federal and subnational levels, and understanding with national community-related protection operational structures and systems which includes NASSCO and SOCUs.
  • Expertise offering technical support and carrying out capacity-building initiatives for data collection teams or local authorities is an asset.
  • Understanding with shock-responsive community-related protection operational structures, community-related registries, cash move programs, and inter-agency synchronization mechanisms is highly preferred.
  • Expertise operating with international development associates (e.g., UN, World Bank, EU, two-party donors) on community-related protection or humanitarian-development nexus programming is a robust asset.
