M&E Advisor at Malaria Consortium in Niger

Goal

The goal of this consultancy is to participate certified M&E (Monitoring and evaluation) Advisor who will offer IT assistance for data collection, confirmation, evaluation, status updates, and learning during the 2025 combined SMC/ITN marketing in Niger State. The Monitoring and evaluation advisors will ensure evidence-based execution, responsibility, and dispatch of premium quality data for swift judgment-making and status updates.

Objective of the Task:

The objective of this ToR is to participate 1 advisor as Monitoring and evaluation Officer who will assist MC’s state execution team in Niger to carry out all Monitoring and evaluation-associated duty across the SMC/ITN marketing lifecycle. These comprise of organizing, digital data collection, data accuracy guarantee, helpful oversight, status updates, and recordkeeping. They will offer Monitoring and evaluation executive guidance to guarantee tracking of programmatic indicators, on-time delivery excellent quality data, and triangulation of data across various suppliers for confirmation and learning.

Embedded Assist Model:

Monitoring and evaluation Advisor will be embedded with MC’s state team and assist all 25 LGAs remotely and through direct LGA visits. The candidate will organize with MC’s State Technical specialist, Monitoring and evaluation Officer, Programme Officers, and ICT4D TTA.

Execution Plan:

Directs pre-execution data confirmation, assist ICT4D instrument deploying, track development presence digitally, and assist instantaneous oversight. Arranges routine data evaluation, carry out LQAS oversight, and confirm treatment, mobilization, and logistics data.

Assist and Oversight:

The advisor will answer to the State Technical specialist, with technical direction from the Top level Monitoring and evaluation Manager. Routine synchronization sessions and consistent joint assessments will be executed.

Data accuracy Guarantee:

Tracks and matches routine digital entries from CDDs, HFWs, and LGA teams. Executes site confirmation, spot checks, and data triangulation with physical and digital records.

Status updates:

Send on a weekly basis dashboards, error data records, LQAS overviews, and concluding Monitoring and evaluation cycle documentation. Documents lessons learned and supports to expertise goods.

Timeline:

The advisor will be engaged for 30 operating days from August to October 2025.

Outputs:

• Validated databases of CDDs, supervisors, and allocation staff with e-presence records.
• LQAS oversight documentation and operational check-in meeting overviews.
• Monitoring and evaluation section of End-of-Cycle (EoC) documentation.
• On a weekly basis data evaluation summaries and dashboards.
• Activity documentation (LQAS, routine supervising, confirmation sessions).
• List of flagged data concerns and solution overviews.
• Current indicator tracking table (targets vs. accomplishment).

Responsibility: 

• Documentation straight to the State Technical specialist – Niger.
• Operational status updates to the Top level Monitoring and evaluation Expert and Top level Monitoring and evaluation Manager.
• Follow MC’s safeguarding, ethics, and information security rules.

Assist and Assets:

• Advisor to use personal laptop and smartphone.
• Entry to internet and MC analytics platforms offered.
• Digital channels and oversight resources will be deployed during orientation.

Anticipated Result:

• Prompt and finalize status updates from all LGAs.
• Quality-assured data collections with approved routine entries.
• Active supervising of programme effectiveness indicators.
• Early discovery and correction of errors in provided data.
• Payment to data-informed strategic judgment at the state level.
• Strengthened capacity of LGA employees on Monitoring and evaluation procedures.

Qualifications

• Academic qualification in Community health, Statistics, Data Science or a relevant field.
• At least 2 years’ expertise in Monitoring and evaluation positions, ideally in malaria marketing.
• Competence in data collection resources (Kobo, ODK), Excel, and Power BI.
• Deep knowledge of Nigeria’s community health operational structures and marketing framework.
• Outstanding logical, synchronization, and verbal abilities.
• Capability to speak English and Hausa fluently; Gbagyi, Nupe is a plus.
