Individual Advisor, Endline Assessment at International Rescue Committee (IRC) in Maiduguri, Borno

Explanation

• We are looking for a agile and skilled self-sufficient advisor with robust specialized skill in MEAL, especially in nutrition-associated programs, to carry out a complete Endline Assessment of the SSNR project.
• The evaluation will assess the project’s performance, capture results, and produce learning across key parts which includes CMAM, IYCF, and Tom-Brown execution. Below is a overview of the project: 
• Project Title:
• Strengthening Maintainable Nutrition Solutions and Adaptability for At risk Networks in Northeast Nigeria
• Project Effect:
• Ending the preventable deaths of mothers, newborns and children under five years due to poor nutrition across three LGAs (MMC, Jere, and Monguno) Borno state
• Resulting deliverable:
• Children under 5, caregivers, and PLW possess boosted entry to proficient assist for breastfeeding, micronutrient intake, and maintainable quality treatment for acute malnutrition; Group members engage in locally-driven issue resolution.
• Result indicators:
• % of exclusive breastfeeding among infants <6 months
• % of children discharged as recovered from acute malnutrition at SSNR sites

• Grow equitable entry to quality crucial nutrition solutions
• Solutions are embedded within strengthened health operational structures and are tailored to the needs of the population.
• Grow entry to supplements and messages on healthy diets among women, adolescent girls and children while building greater consciousness about health-looking for conduct and healthy diets.

• Sites/Zones of Intervention:
• Maiduguri Metropolitan City (MMC)/Jere (4 outpatient therapeutic programme centers, 2 stabilization centers)
• Monguno Local Government Zones (LGA) (4 outpatient therapeutic programme centers)
• Operating Associates:
• IRC- The head consortium work collaboratively offering nutrition and compliance assist across the project sites.
• Green issue for Development: Offer nutrition solutions in MMC and Jere (2 OTPs)
• Targeted Groups:
• Children 6 - 59 months, Caregivers (Male and females), group voluntary assistants and group key stakeholders.

Duties Endline Targets:

• To evaluate the significance, performance, effect and long-term viability of the SSNR project interventions (CMAM, IYCF, Tom-brown and PDIA).
• Independently evaluate milestone tracking against project indicators.
• Recognize execution differences, learning and implementable strategic guidance to participants for future programming and long-term viability.

Scope of work:

• To attain the goal of evaluating the significance, performance, effect, and long-term viability of the SSNR project interventions (CMAM, IYCF, Tom-Brown, and PDIA), the advisor will carry out the items listed duty:
• Design and complete the assessment structure and structured approach, making sure alignment with international guidelines and donor requirements.
• Carry out a desk evaluate of project documents, which includes baseline data, project documentation, and supervising data to establish circumstance and track advancement against organized indicators.
• Formulate and confirm resources for data collection (quantitative and qualitative), combining indicators that reflect significance, performance, effect, and long-term viability.
• Carry out site data collection across all intervention LGAs using mixed methods, which includes key informant interviews, target group discussions, and household surveys.
• Evaluate group and carer expertise, viewpoints, and procedures (KAP) connected with nutrition, with a full comparison of endline findings to baseline data to measure modifications and effect.
• Recognize key execution differences, hurdles, and successes connected with each of the project parts (CMAM, IYCF, Tom-Brown, and PDIA).
• Offer implementable strategic guidance based on the evidence assembled to guide future programming, scale-up plans, and long-term viability endeavors.
• Independently evaluate advancement made against the project’s logframe indicators and theory of adjustment.
• Show key findings to IRC, GREENCODE, and applicable participants, combining response into the conclusive document.

Outputs:

• Inception Documentation:
• Carry out an deep literature evaluate 
• Finalize Inception meeting
• Formulate of data collection strategy and resources
• Compose and show a complete inception documentation.
• Data Collection:
• Design and development of data collection resources  
• Carry out Proper development of data collectors on both insight-driven questionnaires
• Uninterrupted supervising of data collected by evaluating the reported data
• Oversee data collection exercise to enhance data accuracy
• Carry out Key Informant Interviews (KIIs) and Target group Discussions (FGDs) discussions
• Clean and interpret data (Quantitative and Qualitative)
• Prepare evaluation documentation 
• Concluding Status updates:
• Arrange and hold workshops to report results and strategic guidance and co-formulate work strategies 
• Send a conclusive document of not more than 40 pages excluding annexes.

Payment Rate and Timetable:

Payment rates shall be subject to talks. Payments shall be planned at inception stage (40%) and at the concluding status updates stage (60%) based on acceptable finalization of the key outputs.

Qualifications

• A minimum of a MSC or PhD in one of the items listed fields is essential: Food Guard and Nutrition, Community health, Statistics, M&E, Community-related Sciences, Nursing or any associated medical site. 
• Expertise in Execution of Nutrition technical evaluations which includes SMART, SQUEAC will be a plus.
• Prior expertise in carrying out Endline evaluation of UKAID financed project will be a plus.
• Expertise with the use of Mixed method approach and use of Commcare, Kobo collect, ODK for instrument design. 
• Expertise operating in Nigeria, especially in BAY states. Expertise as a advisor generating and supplying quality outcomes.
• Expertise in interacting with participants at all levels, which includes but not limited to group, facility level and state.
• Expertise in nurturing launch dialogue, building trust, and compelling primary stakeholders.
• Outstanding people skills necessary, which includes robust specialist information exchange capability.
• Improved computer competencies with competence in Windows, Office productivity software and other digital media
• Robust documented and spoken English capability.
