Profile 

The Long-term alliances for Agroecology and Climate Justice in West Africa (SPAC-West Africa) Nigeria Project, financed by ActionAid International’s Transformative Effect Financial support (3-year project), goals to enhance food and nutrition guard and improve agroecological competencies of 120,000 Smallholder Women Farmers (SHWFs) and young people. This is to be accomplished by coordinating entry to early maturing seeds, seedlings, livestock, and poultry, thus assisting agroecological procedures, indigenous seeds, and agrobiodiversity preservation for boosted returns.  Through agroecology financial plan supervising, tracking, and support to expand financial spaces, rightsholders will advantage from financial plan gains and distributions in agriculture. The project will also establish and scale 26 model agroecological farms guided by SHWFs to grow the adoption of agroecological procedures. Execution is ongoing in Jigawa, Delta, Ebonyi, Ondo, Taraba, the FCT, and at the national level. 

Strategic reasoning 

The prevalent use of chemical inputs, unsustainable farming procedures, and climate adjustment effects threaten agrobiodiversity, soil health, and smallholder livelihoods. Agroecology proposals an combined, climate-resilient pathway for maintainable food operational structures in Nigeria. However, there is at present no complete National Plan on Agroecology for Nigeria to mentor aligned regulatory framework, organizing, and execution.  The 46th National Council on Agriculture and Food Guard authorized that a National Plan on Agroecology for Nigeria should be conceptualize and domiciled in the Federal Ministry of Agriculture and Food Guard for synchronization and scale up of Agroecology Program in Nigeria. To assist this, ActionAid Nigeria, through the SPAC-West Africa Nigeria Project, looks for to participate a certified advisor to formulate the National Plan on Agroecology for Nigeria. This plan will serve as a leading structure for government, civil society, analysis institutions, and the private sector to advance agroecology as a pathway to food sovereignty, climate adaptability, and welcoming rural development. 

Targets 

Formulate a complete, evidence-based National Plan on Agroecology for Nigeria that aligns with national key focuses (Nigeria's National Agricultural Tech and Creative invention Regulatory framework (NATIP 2022-2027), etc.), regional frameworks (e.g., ECOWAP), and worldwide obligations. The plan should convey the essence of realities of Nigerian farmers especially smallholder women farmers and youth and advance agroecology as a transformative approach to food and nutrition guard, biodiversity conservation, and climate justice.  Combine gender equality, youth empowerment, indigenous expertise and indigenous Seeds, Seedlings and Livestock for Agro Biodiversity Preservation and Advancement into the plan.  Propose a practical execution strategy with clear positions, timelines, and asset mobilisation plans. 

Employment duration: 

The consultancy will final thirty (30) days, covering discussions, composing, confirmation meeting involvement, entry of the concluding plan, and visual communication during the National Summit on Agroecology and PPP. 

Payment:

The Advisor shall be paid a routine consultancy fee of N200,000. Fifty percent of the total sum shall be paid in improve at the beginning of the consultancy period at the receipt of an inception documentation. The balance of 50% will be paid when the concluding documentation possess been provided and signed off by ActionAid Nigeria’s Director of Program.  ActionAid will subtract 5% withholding tax from the total sum in accordance with the Nigeria tax law for onward remittance to the Federal Inland Income Service. 

Status updates Lines:

The advisor will answer to the Food Operational structures Expert, ActionAid Nigeria, who will verify acceptable finalization of the task before concluding payment. 

Ownership of Result:

Results of the work done as stipulated in the call expression of interest belongs to ActionAid Nigeria.
