Agropastoralist Program Manager at Action Against Hunger | ACF-International in Yola, Adamawa

Overview

Action Against Hunger is at present seeking to fill the position of an Agropastoralist Program Manager who will be in charge to execute and track the initiatives of the Regional Project to Assist Pastoralism and Livestock Promotion in the Cameroon/Nigeria/Chad Cross-Border Territories – PASCO.

Primary duties

• Strategize oversee and oversee the execution and supervising of PASCO initiatives in conjunction with the municipalities and the work collaboratively Civil Society Company in the humanitarian circumstance (Chief security officer) linked to the project and in partnership with the RDD SAME and the PASCO professionals (IRAM and ACF);
• Ensure information exchange and the smooth status updates of information and its transmission to the country team and RDD SAME and the ACF specialist;
• Formulate partnership and strategic collaborations with governing bodies, local associates (which includes CSOs, decentralized local governing bodies, STD) and complementarity with other development projects/programs in the PASCO zone of execution;
• Relying on the outcomes of the studies carried out in the zone, the evolution of the circumstance, problem in concert with the Country Team, the RDD SAME and the PASCO professionals (from IRAM and ACF) proposals for modification or reorientation certain initiatives to optimize the accomplishment of project goals;
• Formulate structure documents, methodological notes and the action strategy for executing the various PASCO initiatives, in close partnership with the RDD SAME and PASCO professionals (from IRAM and ACF);
• Assist the IRAM work collaboratively in carrying out diagnostics and studies to modify expertise on cross-border livestock promotion routes throughout the project zone;  
• Ensure the institutional anchoring of the project in the different execution zones (partnership with state engineering support solutions, with the governing bodies and with local participants in the sector, etc.);
• Modify information concerning the geographic targeting of intervention zones and organize the targeting of the project's target groups, making sure that gender dynamics and sensitivity to dispute are taken into account;
• Assist – in conjunction with PASCO professionals (from IRAM and ACF) and RDD SAME – the facilitation of dialogue mechanisms and discussions with market players and the various participants worried by business-related flows (traders, breeder groups, market managers, freight forwarders, technical and managerial solutions);
• Assist IRAM during the formation of cross-border agreements or cross-border development strategies;
• Support to the arranging and functioning of agropastoral entities;
• Assist participants in the formation/rehabilitation of ministerial structure and development and the advancement of welcoming compliance around these works;
• Support to strengthening the competencies of local panels and group dialogue systems in terms of addition and prevention and alternative dispute management;
• Coordinate supervising of the process of livestock markets;
• Coordinate the company of unifying events supporting community-related cohesion, the advancement of an environment that fosters peace and exposing young people (boys and girls) to the positions of models/trains of citizenship;
• Engage in the revitalization of traditional mechanisms and growth of creative information, prevention and dispute management operational structures for appropriation of these mechanisms by participants throughout the promotion axes;
• Assist the involvement of women and young people in the organizing, execution and supervising-assessment of economic development programs, especially those linked to pastoralism along promotion routes;
• Offer assistance for position formation programs for women and young people in the full operational cycles of livestock goods, especially in the meat, cooking and milk sectors;
• Carry out development sessions on entrepreneurship, linked to the full operational cycle approach occurring in the meat, cooking and milk sectors;
• Recognize the different technical and financial associates with a view to producing better complementarity with the project;
• Support to the development and execution of Work Strategies, supervising and periodic status updates of the project;
• Record lessons learned and support to the good visibility of the project;
• Actively engage in the hiring process of the PASCO team and the recognition of the work collaboratively Chief security officer;
• Recognize development/skills development needs, put in place and operationalize the assist strategy for the project team and the employees of the work collaboratively Chief security officer;
• Head and/or oversee project team sessions;
• Ensure technical supervising of the teams, arrange the assessment of the full scope of SAME team according to the frequency defined by the purpose;
• Assist the work collaboratively Chief security officer in the execution of the initiatives allocated to them;
• Engage in setting up/predicting/directing managerial, budgetary and logistical supervising of the project;
• In partnership with the Monitoring, evaluation, accountability and learning team, and the associates linked to the project, ensure the recordkeeping of project interventions: every month documentation, development documentation, oversight and visit documentation, execution of strategic guidance from on-site visits donor/teams and hierarchical superiors, yearly documentation.
• Make sure that initiatives are executed in accordance with the project documents and the country's sectoral strategic aspiration, that consistent supervising, but also reviews are carried out;
• Carry out consistent site visits to the project intervention zones, gaining precise expertise in the reality of the teams' work in the site and status updates the challenges, hurdles and barriers observed to the Field associate and the SAME RDD in order to to start reflections in search of an adequate response;
• Be in charge of the proper execution and deploying of project initiatives across all links in the project cycle (recognition, needs evaluation, formulation, execution, status updates, M&E, capitalization and learning);
• Ensure the quality of project execution (significance, performance, effectiveness, long-term viability, effect, and responsibility to recipients);
• Arrange, animate and circulate documents from expertise capitalization sessions;
• Engage in support with all executing associates and other allied associates participated in the project execution zone on the key themes of the programme;
• Support to capitalizing on the programme's good procedures, experiences, reviews;
• Support to mapping actors favorable to the programme's support actions in the project zone;
• Engage in ACF base synchronization sessions routinely;
• Engage in filling out the 5W matrix of SAME participants in the far North region;
• Pursue and strengthen zones of collaboration with State Decentralized Engineering support solutions and other actors operating in the site of pastoralism in the far North/North region;
• Engage in sessions of the Food Guard Operating Group in the far North;
• Strengthen synchronization with other ACF SAME project programs in the zone;
• Actively support to the development of the sector/country plan;
• Collect, collate and evaluate humanitarian, adaptability and/or development needs and inform the Field associate and the RDD SAME on avenues for project development and rapprochement with the sector/country plan;
• Constantly track and evaluate the entire circumstance in the project intervention zones and beyond if possible (climate, population movements, food accessibility, market prices, transhumance, ministerial assets, clashes, etc.) and documentation back routinely offer details to the RDD SAME in the form of a biweekly sitrep.

Role Qualifications

• MSC expert in Animal Generation, Bachelor's degree in Agronomy or Agroeconomics or any other applicable expertise in engagement to the themes of rural development, livestock breeding and/or pastoralism;
• A minimum of 5 years of expertise in cross-border project coordination (which includes team management);
• Good expertise in rural development and assist for livestock farming in particular;
• Proven competence in Natural Asset coordination and pastoralism;
• Possessing performed in the humanitarian sector would be an asset;
• Possessing performed in skills development projects for state systems would be an asset;
• Proficient abilities in Office productivity software (Outlook, Excel, PowerPoint, Word);
• Fluency in documented and spoken English;
• Fluency in the Hausa language is a plus;
• Readiness and capability to commute routinely within remote zones, where solutions are limited.
