M&E, and Learning Manager, REACH Malaria at PATH Nigeria in Abuja Project Office

Explanation

The Company for Creative invention in Community health (OIPH, PATH’s local affiliate in Nigeria) looks for a M&E, and Learning (MEL) Manager for the US Government (USG)-financed “Reaching Every Vulnerable Group and Household with Malaria Solutions” (PMI REACH Malaria) worldwide agreement in Nigeria. PMI REACH Malaria goals to offer execution aid offerings and technical support to countries to accelerate advancement in complete dispatch of facility and locally-driven malaria solutions, which includes malaria case management, prevention of malaria in pregnancy (MiP), malaria diagnostics, data collection and use for service dispatch, and other malaria prevention interventions.  The MEL Manager will answer to the Head of Party and will formulate and oversee MEL operational structures at the country-level. The MEL Manager will also possess a status updates line to the PMI REACH Malaria MEL Director and oversee the MEL Officer. 

Duties

• Formulate and oversee country-level MEL strategy and operational structures, which includes development or tailoring of country level SOPs and data collection resources and forms. 
• Support to yearly work organizing and guarantee representation of MEL initiatives; execute country-level MEL-associated initiatives and track their advancement against the work strategy.  
• Head and supervise standard procedure data collection, cleaning, processing, evaluation, analysis and status updates of effectiveness supervising and situational indicators in partnership with the subnational and national malaria programme (NMP) employees.  
• Offer IT assistance and monitoring for project supervising of initiatives, country level evaluations, or other data collection endeavors. 
• Offer technical support to NMP/MOH for endeavors to enhance data accuracy, which includes top or assisting execution of data accuracy audits (DQAs), data verification, and data evaluate sessions.  
• Collaborate with provincial and district management teams to assure the collection and scheduled reporting of HMIS malaria data in line with the NMP, and programmatic needs. 
• Offer IT assistance and capacity-strengthening of NMP and local associates in combining and using data for standard enhancement and programmatic strategic judgment. 
• Make sure that all project data, MEL-associated resources, forms, and documentation are stored on project SharePoint on-site and that project data collections are provided to data repositories as per agreement conditions. 
• Preserve and modify the Monitoring and evaluation strategy and system on an ongoing basis and produce needed documentation to meet donor and other participant qualifications. 
• Head execution of facility evaluations, establish, and supervise data cleaning and entry standardized processes for outreach development and helpful oversight and combined group case management, as per standard Monitoring and evaluation practice and unify lessons learned and make appropriate strategic guidance for future evaluations. 
• As a member of the in-country project coordination team, head or assist after-action assessments of project initiatives, quarterly evaluation sessions, and other learning initiatives to guarantee the use of data to mentor programme strategic judgment and adjustment. 
• Head or assist project setup of technical documents, demonstrations, SOPs, and documentation. 
• Oversee and offer technical monitoring to the MEL Officer.  
• Formulate and sustain connections with primary stakeholders which includes MOH, executing associates, academic institutions, and donors in the zone of M&E. 

Qualifications

• MSC in Community health or Community-related Sciences and a Bsc in Community health, Community-related Sciences, Statistics or related discipline. 
• At least 8 years’ expertise and exhibited competencies in M&E in health of which 5 in a executive guidance role within a donor-financed project, ideally PMI or USG 
• Expertise in comprehension and coordinating the effectiveness supervising strategy within a donor financed project 
• Expertise and expertise of MOH’s health information operational structures (HMIS) and DHIS2 is a requirement. 
• Exhibited comprehension of and understanding with variety of submitted application analysis and M&E approaches which includes health information and data governance operational structures. 
• Verified ability to motivate and train employees and produce a positive collaborative environment. 
• Clear expression and analytical abilities, capacity to interpret data, track development, and endorse necessary recourse for optimizing programme advancement and effect. 
• Capability to supervise data collection and utilization at various levels to guarantee precision and visual precision of data interpretations. 
• Expertise in data accuracy audits and data assessments, ideally for malaria programming 
• Expertise in offering technical support and carrying out skills development initiatives in engagement to M&E  
• Understanding with participants in the malaria solutions space, which includes malaria case management, prevention of MiP, surveillance, data collection and use for service dispatch. 
• Exhibited capability to operate with donors, executing associates, institutions at the national and regional level, local nongovernmental entities, and locally-driven entities and systems. 
• Successful expertise operating with the national ministry of health/national malaria programme, is desirable. 
• Robust issue resolution, company competencies and a positive, results-driven approach to hurdles. 
• Outstanding logical, visual communication, and documentation skilled in writing.  
• Remarkable abilities in facilitation, team building, and synchronization.  
• Extremely meticulous, with the capability to convey productively and succinctly, both orally and in drafting. 
• Dedicated attitude, resourcefulness, honesty and reliability, credibility, and commitment to PATH’s purpose.  
• Occupational skill in English necessary.  
• Competence with Ms office tools (Word, Excel, PowerPoint, Outlook, Teams) necessary. Expertise with data visualization resources (e.g., Power BI, Tableau, DHIS2) and data evaluation software programs (e.g., Excel, R, STATA, SPSS, etc.) preferred.
