Job Description
Objective of Activity/Task
To handle these hurdles, UNICEF Nigeria looks for to participate an individual advisor to assist the three states in conceptualizing - State-specific Monitoring and evaluation Rules and Frameworks in sync with national and worldwide industry standards, Interactive, digital dashboards for instantaneous supervising and decision assist, A strong assessment of the SHIS across the three states and a harmonized regulatory framework record on SHIS to mentor future reforms and execution.
Participant Relation:
Arrange state-level workshops with multi-sectoral involvement (Financial plan and Economic Organizing, Health, Education, WASH, Community-related Protection, CSOs, and development associates). Ensure alignment with Nigeria’s National Monitoring and evaluation Regulatory framework, SDGs, and state development key focuses.
Confirmation:
Show prepare Monitoring and evaluation Rules and Frameworks for participant evaluate. Complete documents for state government authorization and adoption.
Development Stage:
Design and build user-friendly, interactive dashboards empowering records entry, aggregation, instantaneous visualization, and automated documentation production. Aviator dashboards in each state to test capability.
Skills development:
Carry out practical development sessions for state Monitoring and evaluation officers, making sure competencies move for dashboard process, evaluation, and servicing & maintenance. Formulate a end-user guides and long-term viability strategy for dashboard management.
Data Collection:
Evaluate managerial data (registration records, funding data, requests data). Carry out household surveys, target group discussions, and key informant interviews with recipients, health vendors, and State Health Coverage Agencies.
Evaluation:
Evaluate SHIS performance, effectiveness, equity, financial long-term viability, and scalability. Recognize advantages, weaknesses, differences, and strategic guidance for advancement.
Meeting and Dialogue:
Carry out state-level regulatory framework dialogue sessions to enhance strategic guidance and secure participant buy-in. Integrate suggestions from ministries, legislators, civil society, and development associates.
Completion:
Generate a concluding SHIS regulatory framework record prepared for state government authorization and adoption. Formulate a roadmap for execution and supervising.
At least Qualifications
- Postgraduate degree in Monitoring and evaluation, Public Regulatory framework, Statistics, or associated fields is essential.
- A minimum of 8 years of expertise in conceptualizing Dashboards, Monitoring and evaluation rules and frameworks.
- Competence in designing interactive dashboards and data visualization resources.
- Proven expertise in carrying out participant relation and coordinating workshops.
- Solid understanding of Nigeria’s compliance and development circumstance, especially Zamfara State.
- Outstanding logical, information exchange, and documentation- skilled in writing.
- Experiences in operating for UNICEF or UN agencies.
