Circumstance

Besides forced displacement and deepening humanitarian needs that are predominant in Nigeria, States which includes Anambra, Delta, Rivers, Cross River and Bayelsa, Adamawa, Gombe, Jigawa, parts of Kaduna, Kogi, Niger, and Benue also face extreme vulnerabilities as a result of hydro-meteorological risks which includes floods and drought, and the ever-rising contest for assets. The effect of climate adjustment is exacerbating local farmer-herder tensions as floods and droughts become progressively consistent and intense.  Since 2009, the insurgency in the Northeast including several armed groups possesses resulted in widespread violence, displacement of over two (2) million people, and humanitarian crises, with significant community-related, economic, and political effects on the affected networks and the country. The region possesses also faced ecological degradation, asset contest, and land use contest, further exacerbating tensions. According to IOM’s Displacement Tracking Matrix (DTM), as of February 2023, Nigeria is at present organizing 3.57 million Internally Displaced Persons (IDPs) due to armed clashes and other drivers of displacement. The tensions between farmers and herders, exacerbated by the rising concerns of entering water and land, are forcing the population in Southeast, North-central and Northwest into internal displacement. Malnutrition, and waterborne diseases, which includes cholera, proceed to plaque mobile populations in fragile situations. The nature and scale of forced displacement in the country show humanitarian and development hurdles, that require creative approaches and response mechanisms from IOM and other participants. Under the entire oversight of the Head of Purpose (CoM) or the Chief of Workspace in Maiduguri, Nigeria and direct oversight of Program Manager (Shelter and NFI), and in close synchronization with the Regional Thematic Expert (RTS) at the Regional Workspace and applicable Divisions/ Departments/ Units at Headquarters (HQ), the Project aide - Shelter and Non-Food Items will be in charge and responsible for assisting and managing the development, execution, supervising and status updates initiatives of the shelter and settlement programming in Yobe State of Nigeria, both for crisis and transitional programs, which includes settlement organizing, development and enhancements.

Duties and Accountabilities

Coordinate closely with the Shelter and Settlements Program Manager throughout the organizing, design and execution stages of the Shelter and Settlements projects. Track and accelerate program execution of the Shelter and Settlements through milestone tracking trackers, project tracking software, discussions and correspondence with project and specialists, in addition to with government governing bodies and project associates, and through site and project visits.  Assist in status updates of Shelter and Settlements initiatives for both within and outside the organization audience, guarantee promptness project setup and entries of all project/ program documentation according to IOM and donor data layouts as necessary. Perform responsibility commute to carry out consistent site visits to project sites to guarantee the execution of Shelter and Settlements initiatives productively, productively and with adaptive schedule, and to settle concerns recognized. In partnership with technical shelter teammates and other applicable programme units, formulate and check in on execution strategies and track the implementation of organized Shelter and Settlements initiatives, to be in line with project outputs. Track the use of assets and dispatch of Shelter and Settlements project targets and bring to the attention of the manager, project setbacks, bottlenecks, quality, financial plan or procedural concerns, etc., and make strategic guidance for corrective actions. Execute other obligations as may be allocated.

Expertise:

  • Expertise with oversight positions for duty of a similar nature to this task. 
  • Demonstrated expertise in project coordination, financial planning and document keeping.
  • Five years’ expertise necessary, progressively in charge expertise humanitarian support
  • Capability to operate under extreme pressure in difficult terms while preserving guard consciousness. 
  • Expertise in dispute/crisis zones and in operating in a elevated-risk environment is desirable.
  • Adaptive schedule and concentration on methods and their enhancements. 

Competencies:

  • Expertise with another international company and expertise in SAP is a plus;
  • Clear articulation and bargaining ability; • Capability to show clear and brief information; Capability to operate productively and harmoniously with teammates from diverse cultures and specialist profile;
  • Capability to deliver on time and perform in high-stress situations;
  • Good level of computer literacy; personal dedication, effectiveness, adaptive schedule, lead for outcomes

Languages:

  • For all candidates, fluency in English is essential (spoken communication and documented).
  • IOM’s formal languages are English, French and Spanish.
  • Competence of language(s) necessary will be particularly assessed during the selection process, which may comprise of documented and/or spoken communication evaluations.
