Position Overview
Under the oversight of the PPO Telecoms & Post Regulatory framework and Rule, the Program Officer Compliance-related Synchronization will coordinate the establishment of the common Telecommunication/ICT market in West Africa through the harmonization of ICT compliance structure.
Position and Duties
- Supervise the development of the regional legal & regulatory structure and its execution in Member States with a view to supporting a single telecommunication market.
- Evaluate the circumstance in the Member States in line with the Postal and Telecommunications/ICT regulatory structure and arranges the execution plan for the formation of ECOWAS Acts into national legislation.
- Evaluate National Legislations and propose changes where necessary in adherence with the targets of the ECOWAS Acts
- Check in on the execution of ECOWAS Acts on Postal and Telecommunications/ICT at national level.
- Organize documentation which includes industry standards of domestication of ECOWAS Acts by Member States for widespread distribution at National and Regional levels.
- Recognize, analysis and evaluate practices in the telecommunications market and their possible outcomes on compliance structure.
- Recognize compliance-related concerns requiring the attention of ECOWAS Fee
- Evaluate the quality of ICT solutions and offer suitable measures for advancement.
- Follow the evolution of the key compliance-related practices in telecommunication/ICT sector.

Fluency in spoken communication and documented expressions in one of the ECOWAS formal languages of the Group (English, French & Portuguese). Expertise in an additional one is a plus. Capability to formulate, execute an individual action strategy for delivering specific work targets. Recognize, arrange and track duty throughout to coordinate implementation. Capability to support and/or head on projects as per accepted project coordination guidelines and methods, to co-ordinate payments by others to set and deliver on time. Capability to arrange work, set key focuses, and work within timelines, offering attention to description, participants, indicators and risks. Capability to recognize, collect and evaluate indicators to track results and to take initiative-driven remedial action as necessary. Yearly Remuneration UA50,336.36 (USD79,420.72).
