Project officer, Railway Development at the Economic Community of West African States (ECOWAS) in Abuja (FCT)

Position Overview

Under the oversight of the PPO Roads and Railway, the PO in-charge of Railway Development will offer specialized skill in railway transportation as concerns regulatory framework, plan, solutions, process, and structure development. The PO will also advise the Department on specific technical zones for the design and execution of key programs, projects, and interventions to assist the advancement of the railway sector in the region, in line with the targets of ECOWAS

Position and Duties

• Head the execution of the ECOWAS Regional Railway Master Strategy.
• Formulate programs, projects, and initiatives to advance the development of the railway sector in the region.
• Advise on rail sector projects (practicality, organizing, development, and transaction consultative).
• Offer engineering guidance (Supervisory role) and oversee specialized skill on rail sector projects in emerging markets, to assist PMs supply projects on time and within financial plan.
• Assist development of the regional railway programs and projects with the goal of optimizing project execution and Member States capacity.
• Recognize promise markets for railway development in the region and formulate and carrying out the promotion strategies.
• Assist the Department of Structure to formulate and preserve the Group’s proficiency on railway transport, and logistics to assist the strategic targets of the Fee and West Africa.
• Oversee the on-time delivery of project outputs, document keeping, and involvement in sessions/briefings as necessary by project agreements.
• Assist business development and promotion initiatives, which includes analyzing and advising on whether to pursue project avenues in the rail sector and recognizing possibility associates and team members.
• Engage in the project setup of rail sector procurement and negotiating initiatives covering expressions of interest (EOIs), Terms of Interest, requests for proposals (RFPs) in addition to the assessment of tenders and negotiating.
• Track the execution of railway parts of key transport structure programs in ECOWAS member states.
• Execute other associated obligations as may be allocated by the Chief of roads and railways division, Director of Transport or Commissioner.
