Job Description

Objective of Position

Directs and supervises the day-to-day activities of the Accounting Division in order to attain the strategic targets of the directorate and the AU’s entire targets. 

Main Processes

  • Designs and executes rules, programs and projects to attain the directorate’s strategic targets. 
  • Supervises and manages employees inside the division, ensures the on-time completion of the directorate’s targets and efficient employee output assessment; 
  • Designs rules, plans and programs to support to the efficient execution of applicable AU Regulatory framework Organs Decisions; 
  • Ensures the dispatch of the division’s yearly targets in line with the directorate’s entire targets and ensures strong and prompt supervising and status updates;
  • Delivers engineering guidance and ensures productive functioning of all Units inside the Division
  • Supervises the work of the Division and manages direct documentation to guarantee their efficient effectiveness in line with the company’s results tracking regulatory framework and system;
  • Engages participants within Members States and Regional Economic Networks (RECs)/Regional Mechanisms(RMs) and applicable international entities in designing and executing plans. 
  • Sustains thematic strategic collaborations in assist of the mandate of the Division;  
  • Sustains consistent operating relations with top level participants in Member States and work collaboratively institutions in the implementation of the Division’s mandate.  
  • Speaks for the company and communicates its role at professional forums. 
  • Supports to the project setup of periodic financial and financial plan implementation documentation and track financial plan implementation at division level. 
  • Ensures the efficient management of capital supported to the company;  
  • Supervises risk inside the division and endorses risk reduction plans 
  • Supports to the development of the unit-specific business continuity strategy and ensures execution at division level 
  • Sustains a positive work environment that supports partnership and information exchanging and is conducive to attracting, maintaining, and inspiring multifaceted skilled. 

Specific Duties:

  • Offer strategic executive guidance for the efficient organizing and synchronization of  both the  within and outside the organization audits and ensure proper application of the Financial Compliance standards of the African Union; 
  • Manages and supervises the general accounting initiatives, establishment of efficient internal regulates while making sure statutory adherence in all accounting programs;
  • Directs end-of-period accounting closure initiatives and aids the evaluation of the regularly scheduled business effectiveness, financial plans, and projections;
  • Plays a key position in producing and optimizing financial rules and standardized processes across the accounting department in addition to the wider Finance unit. 
  • Make sure that there is uniformity in standardized processes and rules across the accounting department and that these rules are accordingly set for the accomplishment of the business’s entire targets and targets;
  • Engages participants within Member States and RECs in designing and executing plans;
  • Supervises adherence with International Public Sector Accounting Guidelines (IPSAS) of the finalize finance reporting operation of the Company which includes a number of different and multifaceted processes and interrelated accounts of the financial system;
  • Observes modifications in compliance structure of Accounting and start applicable status reports to the IPSAS Regulatory structure, AU Financial Compliance standards, Managerial Directions, Circulars and to the Accounting Documented guide;
  • Speaks for the Director as wealth consultant to applicable Sub-Panels of the Permanent Delegates of Member States and advise Regulatory framework Organs on matters of financial regulatory framework implications and service dispatch concerns;
  • Manages end-of-period methods and aids the evaluation of the regularly scheduled business effectiveness, financial plans, and projections;
  • Arranges annual statement/statements of African Union Fee and African Union; 
  • Monitoring responsibility over the finance unit of Organs, Pan African Universities, regional and representational workspaces and expert workspaces;
  • Delivers every month management documentation and any adhoc documentation upon demand;
  • Ensures prompt settlement of bank accounts, outgoing and incoming payments & settlement of Commute and Imprest Accounts;
  • Arranges within and outside the organization auditors for audit of the AU Financial statements and records and ensures execution of audit strategic guidance;
  • Ensures proper servicing & maintenance of Chart of Accounts, Master Ledger and GLs; 
  • Delivers guidance, financial interpretations and corrective actions in response to audits and other queries to guarantee compliance to AU Financial Compliance standards (FRR) and IPSAS.,
  • Custodian of recordkeeping of all financial records and records.

Tenure Of Assignment

The assignment will be made on a consistent term agreement for a period of three (3) years, of which the first twelve months shall be assessed as a probationary period.
