Job Description
Specific Targets
- To map the ongoing business hierarchy, manpower planning, and operational duties of each LGA WASH Unit.
- To evaluate the personnel capacity of each LGA WASH Unit, which includes credentials, competencies, and development needs of staff.
- To assess the finance Management operational structures and asset distribution for WASH initiatives at the LGA level.
- To evaluate the technical capacity of the LGA WASH Units in key zones which includes WASH organizing, project execution, water quality supervising, sanitation advancement, hygiene promotion, and data governance.
- To evaluate the current business standardized processes, resources, and tools accessible to the LGA WASH Units.
- To recognize the inter-sectoral synchronization mechanisms and strategic collaborations of the LGA WASH Units possessing applicable participants (e.g., Ministry of Water Assets, RUWASSA, Water Board/Corporation, health departments, locally-driven entities, CSOs, private sector).
- To carry out a comparative evaluation btw ODF LGAs and those not ODF, for analyzing possibility institutional factors supporting to ODF success and inform targeted capacity-building plans for non-ODF LGAs.
- To recognize key hurdles, differences, and avenues for strengthening the institutional capacity of the LGA WASH Units.
- To offer implementable strategic guidance for skills development interventions, institutional reforms, and asset mobilization plans to improve the effectiveness of the LGA WASH Units.

Generate and distribute the workplan that transparently outlines the targets, key initiatives, and timeline for the consultancy and start the process.

Carry out a desk evaluate of supporting documents, surveys, documentation; organize the process and resources; and generate a synthesis of the profile and circumstance for LGA WASH Units in Benue. This will comprise of evaluate of rules, strategies, procedures, plans, participant (position duties) and associated documents, markets to offer suitable plans institutional strengthening in Benue state.

- Individuals engaged under a consultancy or individual agreement will not be assessed “employees members” under the Employees Rules and Regulations of the United Nations and UNICEF’s rules and standardized processes, and will not be entitled to perks offered therein (which includes depart entitlements and medical benefits package).
- Their terms of service will be ruled by their agreement and the General Terms of Agreements for the Solutions of Advisors and Individual Service providers.
- Advisors and individual service providers are in charge of assessing their tax financial obligations and for the payment of any taxes and/or obligations, in accordance with local or other relevant legal provisions.
- The selected applicant is solely in charge to guarantee that the visa (relevant) and health coverage necessary to execute the obligations of the agreement are valid for the full scope of period of the agreement.
- Selected applicants are subject to verification of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Company (WHO)-endorsed vaccine, which must be met prior to taking up the task.
- It does not submit application to advisors who will work remotely and are not anticipated to operate on or visit UNICEF premises, program dispatch sites or directly interact with networks UNICEF works with, nor to commute to execute processes for UNICEF for the duration of their consultancy agreements.
