LGA Field coordinator at Malaria Consortium - Yobe in Yobe

Goal

The goal of this consultancy is to participate certified LGA Site Officers (LFOs) who will offer technical, logistical, and synchronization assist to the Primary Health Care (PHC) teams at the LGA level to guarantee efficient organizing, execution, and supervising of the 2025 combined Seasonal Malaria Chemoprevention (SMC) and Insecticide-Treated Net (ITN) marketing in Yobe State. The LFOs will act as the key communication link between Malaria Consortium, state and LGA participants, and frontline implementers, making sure on-time completion of programme initiatives, data accuracy guarantee, goods responsibility, public involvement, and entire synchronization of interventions across all phases of the marketing.

Objective of the Task

The objective of this ToR is to participate 17 advisors as LGA Site Officers (1/LGA) who will assist the Primary Health Care (PHC) departments in the local government zones (LGAs) of the intervention state to carry out SMC/ITN initiatives. The LGA PHC team for SMC execution comprises of PHC Director, Malaria Focal Person, Monitoring and evaluation officer Logistics coordinator and the Health Teacher. The advisor will embed within this LGA team to offer technical support in the execution of SMC & ITN-associated initiatives for pre-execution/organizing stage, during and post-execution phases. These initiatives will, in turn be carried out by the group voluntary assistants (Group Drug Distributors, CDDs carrying out door-to-door management of SMC drugs and TAs carrying out mobilization of caregivers for SMC service uptake).

Execution Plan:

• The advisors will assist the LGA teams spanning the marketing’s three phases: pre-execution (microplanning, development, logistics), execution (drug allocation and ITN redemption), and post-execution (data collation, inventory settlement, documentation drafting).
• LFOs will track site initiatives, oversee CDDs and HFWs, and diagnose issues emerging concerns in real time.
• They will coordinate efficient consolidation between the SMC drug management and ITN allocation workstreams, making sure logistical and business synergy.

Primary duties Routine Duty:

• Execute all SMC & ITN initiatives at health LGA level, which includes prompt execution of work strategize organizing sessions, goods distributions and supervising to avoid any inventory out, Group mobilization initiatives, oversight, supervising and status updates.
• Ensure responsibility of received products and inventory through tracking usage levels and evaluate of settlement documentation
• In charge of skills development of site associates (Supervisors, HFW, CDDs, and group mobilisers) through development, on-position assist and quality oversight.
• Track programme targets and prompt execute the organized initiatives to guarantee programme meets targets and evaluate documentation from LGAs and HFW for precision and thoroughness prior to entry.
• Ensure execution of initiatives is in line with the laid down procedures, by constantly supervising and carrying out oversight and on-the-position development of LGA, HFW and CDDs
• Preserve a good connection and work jointly with – Community health Officers and other associates to perform home visits, sessions and to guarantee health LGA’s ownership.
• Assist the micro positioning of ITNs, ITN allocation, group household mobilization and ITN Reverse logistics.

Outputs

• Electronic document (DB) of all allocation staff in the LGA
• Development strategy for development of allocation staff
• Evidence of allocation and judicious utilization of drugs in addition to development and execution materials and resources. There must be allocation strategies, evidence of receipt and utilization in addition to inventory settlement of the items listed items at LGA level:
• SPAQ
• Visibility materials
• Execution forms (Presence sheets, ICCs, waybills, etc)
• EoC documentation and meeting notes
• Activity documentation
• Development documentation, which includes development supervising
• Group mobilization
• Stock chain documentation
• Oversight documentation
• Notes of evaluate sessions
• Managerial coverage documentation (End-of-cycle documentation)
• Monitoring and evaluation documentation.

Responsibility:

• Directly responsible to the State Technical specialist – Yobe State.
• Operationally answer to the Monitoring and evaluation Officer and State Technical specialist.
• Must protect privacy and follow MC's safeguarding and information security rules.

Anticipated Result:

• Prompt execution and synchronization of all SMC and ITN initiatives across allocated LGAs in partnership with the PHC team.
• Accomplishment of targeted treatment coverage through efficient management of CDDs and mobilization teams during each marketing cycle.
• Entry of precise and finalize treatment and oversight data, with on-time settlement of data accuracy concerns flagged during confirmation.
• Successful organizing and facilitation of development for all frontline implementers, with finalize recordkeeping which includes presence and development documentation.
• Full responsibility and settlement of all products (SPAQ, ITNs, and resources) received and utilized at the LGA level with approved inventory records and allocation data records.
• Upgraded group consciousness and uptake of SMC and ITNs through aligned SBCC initiatives and relation with local key stakeholders.
• Implementation of standard procedure helpful oversight and on-the-position training of health facility workers and group voluntary assistants, with recorded response and corrective actions.
• Finalize electronic presence records for all development and allocation staff provided within each cycle.
• On-time delivery of all necessary documentation, which includes end-of-cycle documentation, oversight overviews, and evaluate meeting notes.
• Quick adjustment to site hurdles which includes logistics and ecological restrictions (e.g., flooding), making sure continuity and honesty and reliability of service dispatch.

Consultancy Qualifications

• Clinical Officer, nursing officer or Community health, sciences or development-associated certification.
• A minimum of two years site expertise in relevant field.
• Fluency in English, Hausa and/or other local languages is essential.
• Expertise operating in drug/goods stock management, ME and logistics.
• Capability to convey productively with a range of target groups which includes LGA employees, HFW and group key stakeholders.
• Expertise of carrying out quality helpful oversight and data use Preferred:
• A extensive range of expertise which includes logistics, development and skills development capability.
• Expertise of coordinating teams.
• Expertise operating at LGA level Work-based competencies.
• Good organizing and planning abilities.
• Basic computer competencies especially Office productivity software.
• Adaptable, capability to operate both as an individual and as a collaborator and under stress in what can be a harsh environment.
