ICAP at Columbia Tertiary institution (ICAP) arranges the multi-country CQUIN learning network, financed by the Gates Foundation. In March 2025, the CQUIN project rapidly pivoted its scope to handle the evolving HIV landscape and expand joint learning and expertise exchanging around consolidation and long-term viability of HIV programs in Africa through country-to-country learning and offering of technical support to Ministries of Health and other associates engaged during planning phase, execution, and assessment of HIV programs. Under the oversight of the Programme Director (CQUIN/HIVE), the Assistant Project Director (Technical) will head the dispatch of premium quality technical support and offer strategic expert influence to assist the execution of nationally prioritized HIV solutions. This comprises recognizing and scaling creative, productive, and high-effect service dispatch models, in addition to operationalizing standards oversight programs across the network to strengthen the foundation for maintainable HIV programming. The Assistant Project Director (Technical) will offer synchronization and monitoring to reposition CQUIN’s expertise exchange channels which includes networks of practice, in-person CQUIN sessions, webinars, country-to-country exchange visits and technical support, in sync with network member country strategies for maintainable HIV programming. As part of the CQUIN executive guidance team, s/he will also assist strategic organizing and project assessment; assist regional project employees as they coordinate with Ministries of Health and other associates to improve the scale-up of prioritized service interventions through creative service dispatch models; organize ICAP’s technical support in a variety of domains connected with HIV core solutions, which includes assist for current business documented guides and standard procedures; skills development at the national and sub national levels; and convene sessions, workshops, and country-to-country visits.

Positions and Duties

• Manages a regional team of multidisciplinary CQUIN Clinical Consultants.
• Delivers high-level technical support to assist the design, execution, and assessment of HIV programs in CQUIN network countries.
• Arranges the design, execution, and assessment of CQUIN’s networks of practice; manages and advisors technical directs to convene and coordinate country-to-country exchange visits; and aids the co-formation of assets, frameworks, and resources.
• Aids the design, execution and assessment of in-person and virtual sessions and webinars, which includes conceptualizing idea notes, schedules, and session panels and demonstrations; getting ready participants; analyzing demonstrations; evaluating assessment data; and drafting documentation.
• Speaks for ICAP and the CQUIN project at sessions with government authorities, donors, and collaborating organizations, in synchronization with CQUIN executive guidance.
• Aids efficient project coordination, which includes top the development and supervising of work strategies and recordkeeping and managing project effectiveness supervising.
• Organize with the Programme Director to assist programme organizing, management, and dispatch of country-to-country learning, recordkeeping, and assessment, and making sure that measurable results are achieved within CQUIN-helped countries.
• Work closely and organize initiatives with the CQUIN sister-network (HIVE) executive guidance
• Work alongside the CQUIN M&E, standards oversight, and clinical teams to assist data effectiveness assessments, action strategies, and client engagement initiatives.
• Aids the development and execution of catalytic projects

Qualifications Education:

Requires an postgraduate degree(s) in medicine, nursing, and/or community health.

Commute Qualifications:

Regular international commute is anticipated (30-40% of the time)
