Job Description
Mandate of OAG
The Workspace of the Audit officer General of ECOWAS Institutions (OAG) is an self-sufficient guarantee workspace established to help the ECOWAS Compliance Bodies, in particular, the Council of Ministers and Oversight panel to carry out monitoring processes, advance good business oversight, responsibility, and value for money in all Group Institutions, Expert Agencies and Workspaces. The OAG is mandated to carry out Group-wide financial audits, adherence audits, effectiveness audits, Inquiries, and other Special Audits.
Position Overview
Under the oversight of the Chief Audit officer, Information Operational structures Audit, the incumbent will offer self-sufficient guarantee and professional guidance on the compliance, guard, and performance of Information and Information exchange Tech (ICT) operational structures across ECOWAS institutions and Agencies. The IS Audit officer analyzes the design and process of ICT regulates, examines adherence with regional and international guidelines, and supports to the advancement of IT risk mitigation strategy, digital transformation monitoring, and institutional responsibility.
Position duties
- Implement complete audits across ECOWAS institutions, agencies, and programs in line with international guidelines (ISACA, INTOSAI, AFROSAI-E).
- Evaluate IT General Regulates (ITGCs), application regulates, cybersecurity measures, structure reliability, and system adjustment management methods.
- Assess adherence with ECOWAS ICT rules, cyber security guidelines (e.g., ISO 27001, COBIT, ITIL), regional information security rules, and broader risk compliance frameworks.
- Confirm the precision, guard, and reliability of enterprise operational structures which includes Enterprise platform planning (e.g., SAP, Oracle), financial operational structures, and HRIS channels.
- Evaluate risks connected with data administration, cloud adoption, disaster recovery, artificial intelligence, digital transformation, and cybersecurity threats.
- Engage in audits of system purchase and deploying to guarantee suitable vendor selection, organizing, consolidation, and regulate mechanisms.
- Assist project setup of audit organizing memoranda and ensure thorough audit recordkeeping which includes operating papers and finding memoranda.
- Formulate and show premium quality documented and spoken communication documentation with brief findings, risk ratings, findings, and implementable strategic guidance for the Audit officer General and top level management.
- Carry out client engagement assessments to evaluate execution status of prior audit strategic guidance and track management’s corrective actions.
- Assist contracted out audits to guarantee on-schedule finish and quality status updates and support to external audit synchronization.
- Preserve and improve automated audit software, resources, and automated methods.
- Educate other audit employees in their use and formulate methods for analyzing automated operational structures.
- Supply development and mentoring for audit employees and participants across ECOWAS institutions on IT audit methods, automated audits, and succession organizing.
- Organize with external auditors, lawful governing bodies, managerial departments, and law enforcement as suitable.
- May serve as specialist witness in lawful proceedings.
- Serve as a Super User for Compliance, Risk mitigation strategy, and Adherence (GRC) operational structures, offering risk findings and strategic guidance on IT and enterprise risk matters.
- Carry out or assist business, adherence, financial, and investigation audits in sync with institutional key focuses.
- Support to the uninterrupted evaluate and improvement of audit structured approaches, frameworks, and resources to assist a highly efficient audit directorate.
- Stay updated with continuously adapting tech practices, digital advancements, and emerging audit resources applicable to modern IS audit processes.
Specialist Qualifications:
CISA (Accredited It auditor) is wanted. Possessing CRISC, CGEIT, CISSP, and ISO 27001 Head Audit officer would be beneficial.
Expertise:
- Least experience Requirement:
- A minimum of five (5) years of progressively in charge expertise in organizing, design, execution, audit, and assessment of IT support, cybersecurity frameworks, digital channels, and enterprise-level applications.
- Audit-Specific Skilled:
- Demonstrated expertise in carrying out IT audits in accordance with ISACA/INTOSAI/AFROSAI-E guidelines.
- Exhibited capability to evaluate and assess IT General Regulates (ITGCs), application regulates, and cybersecurity protections.
- Expertise using the TeamMate+ audit management software.
Logical and Verbal abilities:
Robust documented and spoken communication competencies to prepare brief audit documentation, convey technical risks, and report results to top level senior leaders and overseeing bodies. Verified ability to shape auditee teamwork and promote enhancements without compromising autonomy.
Adjustment and Quickness:
Capability to advocate creative invention, oversee resistance to adjustment, and advance adaptive thinking within audit environments.
