Job Description
Position Overview
The Chief Program Officer (PPO) Telecommunications & Post Regulatory framework and Rule will collaborate with the Director Digital Economy & Post to carry out the execution of Post and Telecommunication/ICT program, with a concentration on harmonising regulatory framework and compliance-related frameworks for the development of the digital economy sector, conceptualizing regional telecommunication structure and postal sector development.
Position duties
- Supervise the development and execution of the program, projects and initiatives of the Division.
- Support to the formulation of regional plan and rules for the Telecommunications/ICT and Post sectors.
- Head the harmonization of rules and compliance-related frameworks process towards establishing a common Telecommunications/ICT market.
- Start and organize the elaboration and adoption of Group legislation in the Telecommunications/ICT and Post sectors.
- Advance the development of broadband structure inside the ECOWAS region and their interrelation.
- Coordinate the harmonization of the management of the radio-frequency spectrum to enhance its use.
- Advance the modernization of the postal sector to coordinate financial addition for all and the use of creative goods and solutions.
- Offer direction for closer co-process between postal administrations to optimise mail routing inside the region.
- Help in preserving operational and technical teamwork networks with heads of applicable regional and international entities in the fields of Telecommunication/ICT and Post.

- Fluency in spoken communication and documented expressions in one of the ECOWAS formal languages of the Group (English, French & Portuguese). Expertise in an additional one is a plus.
- Corporate and project/programme leadership abilities with significant expertise recognizing timelines, targets, expenses, and assets necessary to supply on business/programme/project results in line with result-based management approach.
- Capability to set efficient targets and targets for self, others, and the work unit and modifying work or project key focuses in response to evolving situations.
- Capability to use participatory approach in project organizing and recognize differences affecting the accomplishment of programme/project requirements and to design and execute intervention strategies necessary to build the wanted assignment.
