Position Overview

Under the oversight of the Director, Humanitarian and Community-related Affairs, the incumbent shall be in charge of the work of the Directorate in engagement to civilian protection and human guard in both humanitarian and non-humanitarian conditions. This comprises the fight of human trafficking, refugee protection, protection of IDPs, supporting adherence with International Humanitarian Legal provisions (IHL), child protection (which includes the protection of children on the move and in crisis conditions) and child rights, fighting against sexual and gender-based violence (SGBV), and other protection matters. The Officer shall organize the execution of an holistic method to protection and human guard and shall be in charge of relation with civil society in pushing the regional development schedule, in addition to execution of the programme on women peace and guard.

Duties

Organize the work of the Directorate in engagement to civil society relation, civilian protection and human guard in both humanitarian and non- humanitarian conditions: this particularly comprises the fight of human trafficking, refugee protection, protection of IDP’s, supporting adherence with International Humanitarian Legal provisions (IHL), child protection (which includes the protection of the children on the move and in crisis conditions) and child rights, fighting against sexual and gender-based violence (SGBV), and trading with the protection matters arising from mixed migration conditions. Organize the Regional Peace and Guard programme to promote the protection of the rights of “especially at risk” persons which includes women, children, the elderly, handicapped and civilians generally both inside the circumstance of crises (which includes dispute conditions) and in non-crisis conditions. Preserve an monitoring of all protection and human guard matters of affected persons and groups, top planning process and execution and will offer technical and executive executive guidance to the programme officers in the Division. Coordinate the development and deploying of the ECOWAS Protection and Human Guard Combined Synchronization Mechanisms (ECO-PHSICM) as an holistic method to the protection of the rights of all at risk persons inside the ECOWAS space and alignment of plans inside the ECOWAS Fee. Organize the establishment and institutionalization of official connection between ECOWAS and Civil Society Entities in the region which includes those in the Diaspora of ECOWAS descent towards realizing ECOWAS Aspiration 2050. Make sure that Civil Society Entities in ECOWAS region and in the Diaspora support to enriching the ECOWAS unification workflow and schedule which includes assisting the building of their capacity and mobilizing them to take part in supervising Member States adherence and execution of ECOWAS texts and decisions. Assist the execution programs of the Fee in engagement to relation with and conceptualizing capacities of civil society and their performance in pushing the regional development schedule, in addition to execution of the programme on women peace and guard and gender regulatory framework. Execute any other assignment allocated by the manager.

Qualifications

  • MSC (or equivalent) in Gender studies, Sociology, International affairs, Law, Economics, or Community-related Sciences or in a related field from a identified Tertiary institution.
  • 10 years of industry experience in socio economic development, regulatory framework evaluation, sociological analysis or associated area, which includes 6 years applicable international work and 5 years at a supervisory level.
  • Show occupational competence in the subject matter.
  • In-depth knowledge about the ECOWAS region and Member states which includes the political, economic and community-related dimensions affecting community-related affairs and gender rules and program.
  • Display understanding of applicable ECOWAS Lawful texts in the subject matter and understanding with execution at the Member states level in partnership with associates.
  • Must possess robust skilled in writing and displays understanding with the use SAP.
