Job Description

The Position

Assist procurement methods. Under the direction and direct oversight of the Top level Manager, project (Primary Manager) and Asset Pool Manager (Secondary Manager) who documentation to the Chief of Aid offerings, the Procurement Lead analyst is in charge of Under the direction and synchronization of a technical manager (Procurement Consultant), and status updates on central concerns connected with procurement initiatives, setting up the necessary internal guidelines based on the move of expertise by EIB of its procurement qualifications, standardized processes, design frameworks, etc. Based on them, offer assistance to  the procurement methods of the project, concentrating on: Evaluate of Procurement Strategy as per the financial funding proposals and strategies provided and authorized, and endorse EIB on issuance of no objections (as relevant) to proceed with the procurement initiatives upon beginning of on-site-specific initiatives. Evaluate and QA of the procurement documents and connected duty which includes, but not limited to – procurement notice, bid proposals, offer assessment documentation, agreement honors, agreement modifications, managing of agreement disputes, agreement termination, etc. For offers/tenders not subject to international procurement standardized process, carry out ex-post evaluate on an aleatory basis.  Supervising and oversight: engage in bi-yearly site visits to track the execution of agreements granted under the schemes to check adherence and guidelines and fulfillment of participants and capture lessons.   Technical Consultative: Where necessary, assist the FPMU/ SPMUs by offering consultative assist, which includes assist the development for carrying out the procurement associated initiatives, as offered by the Consultants. The anticipated result is that the procurement procedures under the project match with the at least qualifications of EIB´s Mentor to Procurement which includes compulsory prior and ex-post assessments of procurement methods as per defined thresholds. Evaluation documentation.  In charge of creating evaluation documentation of the methods, closing on the non-discrimination of tenderers, fairness and transparency of the process, and selection of the economically most advantageous proposal.   Management of the clearance process.  Assist the project coordination during the formation, deploying and management of a clearance system, as relevant (e.g. equivalent to  The World Bank’s STEP). Deliberation can be provided to deploy a record process management system that may encompass other zones of authorizations as well, like - confirmation of schemes.  Information exchange with the EIB.  In synchronization with the Procurement Consultant and the Manager, project, keep EIB informed on the ongoing initiatives through consistent online sessions/ emails as suitable, and send key recordkeeping necessary for document-keeping, etc.

Qualifications Education:

Improved  Academic qualification (Masters or Equivalent) ideally in Procurement and/or Stock Chain Management, Law, Commerce, Business Management, Public Management, Finance, Economics or relevant field is essential. A First-Level Academic qualification  in Procurement and/or Stock Chain Management, Law, Commerce, Business Management, Public Management, Finance, Economics or relevant field in integration with two (2) additional years of related experience  may be accepted in lieu of the Postgraduate degree.  For those who do not hold academic credential in Procurement of Stock Chain Management, the Chartered Institute of Stock and Management (CIPS) or similar international Accreditation is a distinct advantage.

Expertise:

  • At least two (2) years of industry experience in procurement is essential.
  • Expertise in drafting documentation is a distinct advantage. 
  • Expertise in processes and managerial assist is a distinct advantage.
  • Expertise in supplying development is preferred.
  • Expertise in operating with variety of participants is preferred.
  • Some expertise in UN system entities is preferred.
  • Expertise in procurement in World Bank and/or EIB projects is a distinct advantage.
  • Expertise in application of google software bundles (Google Doc, Sheets and Slides) and expertise in managing online-enabled management operational structures is a plus.

Language Qualifications:

Fluency in documented, reading and spoken English is essential.  Expertise in another formal UNOPS language is an asset.
