- Expertise Management (KM) plays a pivotal position in strengthening health operational structures by making sure that information, proficiency, and evidence are productively captured, divided, and utilized for upgraded policymaking and execution. At the federal level, the Federal Ministry of Health & Community-related Welfare (FMoH&SW) possesses launched the development of a National Expertise Management Plan. However, execution at the subnational level, especially across State Departments of Health Organizing, Analysis, and Statistics (DHPRS), remains limited.
- State DHPRS units are mandated to lead evidence-informed strategic judgment, organizing, and supervising of health sector interventions. However, the absence of organized expertise management operational structures, low technical capacity, and weak institutional synchronization possess hindered the productive use of data and expertise goods.
- There is an immediate need to provide with tools these units and a appointed Focal Point Officer from each state with the competencies, resources, and operational structures necessary to adjust and adopt KM approaches.
- This intervention proposes a targeted capacity-strengthening programme targeted at optimizing KM competencies, institutional preparedness, and synchronization mechanisms within state-level DHPRS units.

Necessary Credentials
- Postgraduate degree in Expertise Management, Community health, Development Studies, Corporate Learning, or associated fields (e.g., Master of business administration, MA, MPH).
- Accreditation in project coordination, KM, or business improvement (e.g., PMP, CIPM, ToT).
- Progressive years of expertise in KM positions within donor-financed programs (e.g., USAID, Worldwide Financial support).
- Demonstrated expertise operating with government health operational structures, especially at subnational levels.
Competencies:
- Capability to design and align KM interventions with national and subnational key focuses.
- Competence in conceptualizing toolkits, SOPs, and digital repositories.
- Proficient in carrying out needs evaluations using interviews, FGDs, and diagnostic resources.
- Competence in adult learning, syllabus development, and supplying multi-day workshops.
- Robust people skills to organize with government, donors, and executing associates.
- Capability to design Monitoring and evaluation frameworks, track results, and documentation on KM effect.
- Skilled in generating clear, implementable documentation, toolkits, and development materials.
- Expertise in establishing and coordinating learning networks or CoPs.
- Competence in resources like SharePoint, MS Workspace, Google Workspace, Trello, and Canva.
