Job Description
Objective of Position
The Collaboration for African Vaccine Production operations (PAVM) was introduced by the African Union in 2021 under the Africa CDC to boost Africa’s vaccine production operations capacity from 1% to 60% by 2040. PAVM’s purpose is to promote a thriving private sector production operations base by producing a encouraging atmosphere and managing a continental plan that ensures scalability, cost-effectiveness, and equitable entry during requirement surges. The plan, outlined in the PAVM Structure for Action (FFA), comprises six key enabler categories and eight bold programs, which includes: Compliance-related strengthening, Market design and requirement certainty, Entry to finance, Tech and creative ownership, Structure hubs, Skill building PAVM serves as a convener, orchestrator, and support, recognizing differences and proposing initiatives to assist the ecosystem over the next two decennial-periods. In February 2024, at the 37th African Union Assembly, PAVM’s mandate expanded to comprise of therapeutics, diagnostics, and other health goods, continuously adapting into the Operational base for Harmonized African Health Goods Production operations (PHAHM). To assist this expanded mandate, Africa CDC is hiring a Top level Quantification and Data Visibility Officer to support to the strategic development and execution of programs that improve local production operations of health products across the continent
Main Processes
- The Top level Quantification and Data Visibility Officer plays a vital function in strengthening Africa CDC’s capacity to make analytics-based decisions for health goods organizing and crisis-management.
- The officer directs quantification exercises, boosts data visibility operational structures, and aids member states in optimizing their stock chain data analysis.
- This role aids the company’s strategic objective of building resilient community health operational structures through upgraded predicting, transparency, and digital health consolidation
Specific Duties
- Carry out consistent quantification exercises using archival usage, morbidity, and demographic data.
- Formulate and modify quantification resources and SOPs for Africa CDC programs.
- Formulate and preserve a complete DB of suppliers, pricing information, and industry trends.
- Quantify strategic health goods needs across African Union Member States.
- Evaluate market risks and disruptions and propose risk reduction plans.
- Assist the development and execution of procurement plans for crucial health products.
- Evaluate and confirm quantification documentation and offer implementable strategic guidance.
- Design and preserve data visualization resources for supervising health goods accessibility and inventory status across Member States.
- Produce and preserve dashboards and documentation to offer instantaneous data visibility to participants
- Analyze metrics flow, thoroughness, precision, and timeliness from associates and Member States
- Educate and train national focal persons and programme employees on quantification methods and data governance industry standards.
- Arrange regional workshops and webinars on quantification and visibility initiatives
- Establish KPIs and dashboards to measure advancement and results connected with quantification and data visibility.
- Organize logical documentation and demonstrations for within and outside the organization participants
- Coordinate with donors, associates, and regional bodies to harmonize data exchanging procedures and support for digital initiatives.
- Stand for Africa CDC in technical operating groups and international forums attentive on data and stock chain
Or
- Bsc in a Stock Chain, Pharmacy, Business Management, or a relevant field requiring at least 10 years of expertise in vaccine or other health goods quantification and data visibility
- Demonstrated expertise in data evaluation, quantification, and data governance.
- Competence in statistical evaluation software (e.g., SPSS, SAS, R) and data visualization resources (e.g., Tableau, Power BI
- Expertise with strategic organizing and project coordination, a minimum of three years of expertise in executive guidance
- Planning abilities which includes meticulousness and efficient management of duty
- Exposure to international entities and the public sector will be an added advantage
Necessary Competencies:
- Outstanding verbal and professional writing competencies in any of the AU operating languages (Arabic, English, French, Portuguese, Kiswahili and Spanish) and practical understanding in other AU Languages is a plus.
- Skilled in application of quantification resources, data evaluation software and data visualization resources (e.g., Tableau, Power BI)
- Demonstrated expertise in data evaluation quantification, and data governance

Tenure of Assignment:
The Assignment will be made on a temporary agreement for a period of one (1) year, of which the first three (3) months will be assessed as a probationary period. Thereafter, the agreement may be renewed for a similar period subject to financing accessibility, acceptable effectiveness and accepted outputs.
