Job Description
Objective of the Task
The objective of this ToR is to participate 16 advisors as LGA Site Officers who will assist the Primary Health Care (PHC) departments in the local government zones (LGAs) of the intervention state to carry out SMC/ITN initiatives. The LGA PHC team for SMC execution comprises PHC Director, Malaria Focal Person, Monitoring and evaluation officer Logistics coordinator and the Health Teacher. The advisor will embed within this LGA team to offer technical support in the execution of SMC & ITN-associated initiatives for pre-execution/organizing stage, during and post-execution phases. These initiatives will, in turn be carried out by the group voluntary assistants (Group Drug Distributors, CDDs carrying outdoor-to-door management of SMC drugs and TAs carrying out mobilization of caregivers for SMC service uptake).
Scope
The intervention is locally-driven; however, the advisors are anticipated to operate with the LGA-level team, health facility workers and group voluntary assistants who act as the frontline service vendors. There are three basic work streams in SMC execution: Logistics, Community-related and Behavioural Adjustment Information exchange (SBCC) and the technical stream that agreements with door-to-door safe management of SMC drugs to qualified recipients in addition to household mobilization for issuance of E-Tokens for ITN redemption. The advisor will organize all the work streams for the ultimate dispatch of SMC & ITN solutions. Entire, while operating directly with the LGA participants and MC’s execution team, the advisor will also act as the link of the LGA with State participants (applicable MDAs) and the executing work collaboratively (Malaria Consortium), Public relations and National Malaria Elimination Program in the process of offering monitoring for SMC initiatives in the LGA. The advisor will documentation directly to a Project officer and will possess dotted-line management connection with the State Technical specialist who is the state-level technical head for SMC. The advisor will also associate accordingly with other state MC team which includes the State Program Manager, State Technical specialist, Supply chain specialist, Monitoring and evaluation Officer, Administrator Officer and Financial officer as may be necessary.
Key outputs for the advisor
- Electronic document (DB) of all allocation staff in the LGA
- Development strategy for development of allocation staff
- Evidence of allocation and judicious utilization of drugs in addition to development and execution materials and resources. There must be allocation strategies, evidence of receipt and utilization in addition to inventory settlement of the items listed items at LGA level:
- SPAQ
- Visibility materials
- Execution forms (Presence sheets, ICCs, waybills, etc)
- EoC documentation and meeting notes
- Activity documentation
- Group mobilization
- Stock chain documentation
- Oversight documentation
- Notes of evaluate sessions
- Managerial coverage documentation (End-of-cycle documentation)
- Monitoring and evaluation documentation.
Credentials and Expertise
- Clinical Officer, Nursing officer or Community health, Sciences or Development-associated certification
- A minimum of two years site expertise in relevant field
- Fluency in English, Hausa and/or other local languages is essential
- Expertise operating in drug/goods stock management, ME and logistics
- Capability to convey productively with a range of target groups which includes LGA employees, HFW and group key stakeholders
- Expertise of carrying out quality helpful oversight and data use Preferred:
- A extensive range of expertise which includes logistics, development and skills development capability
- Expertise of coordinating teams
- Expertise operating at LGA level Work-based competencies
- Good organizing and planning abilities
- Basic computer competencies especially Office productivity software
- Adaptable, capability to operate both as an individual and as a collaborator and under stress in what can be a harsh environment.
