Job Description
Position Overview
- Nigeria faces poor health results and incessant outbreaks of (vaccine) preventable diseases. For the past three years, Nigeria possesses been grappling with its worst diphtheria outbreak in decennial-periods, with an estimated 43,983 cases and 1,385 deaths from 2022 till date. Between January 1 and May 22, 2025, Nigeria reported 1,307 suspected cholera cases across 30 states and 98 Local Government Zones (LGAs).
- Outbreaks of Mpox, measles, and meningitis possess occurred across States, in cyclical period, in the final ten-year-period.
- Climate adjustment associated crises – floods and droughts – remain of huge issue, worsening already weak health operational structures and exacerbating morbidities and mortalities across Nigeria.
- UNICEF aids the government of Nigeria in primary health operational structures development, disease prevention (which includes immunization), and outbreak response. Through a complete multi-sectoral approach, UNICEF programs goal to build resilient primary health care operational structures that enable outbreak risk mapping, preparedness, and response through assist to national and state governing bodies.
- A Community health Crisis and Resilient PHC Advisor is needed to assist efficient assist in the PHE programme zone.
- The Advisor will work inside the Health Operational structures Strengthening Cluster to assist synchronization of the multi-sectoral assist programme.
Core tasks and Duty
- Support to national documentation on emerging and ongoing community health events, which includes climate-associated crises (floods, drought), disease outbreaks (mpox, cholera) VPDs), and cross-border health concerns, offering strategic guidance for UNICEF’s concentration.
- Assist the development and use of risk evaluation resources in priority states experiencing crises, assisting risk-informed organizing and risk
- mapping at the national and subnational levels.
- Work alongside national, state, development associates’ health crisis focal points and associates to carry out risk evaluations, formulate data analysis and dashboards on health crisis risks and offer frequent updates to UNICEF
- Support to evaluate and modify of national and UNICEF’s SoP for community health crises.
- Assist organizing and synchronization of UNICEF’s multisectoral responses to community health crises in accordance with the programs SoP.
- Assist predicting, procurement, prepositioning, and tracking of crucial outbreak response inventory for UNICEF-helped PHE programme.
- Support to composing of UNICEF’s every quarter country and state specific PHE documentation.
- Support to development of combined PHE adaptability strategies within primary health care operational structures.
- Assist asset mobilization endeavors for PHEs in Nigeria.
Outputs:
- On a weekly basis national (and State specific) PHE sitreps.
- Current every quarter outbreak risk evaluation resources for Nigeria and States.
- Every month status reports of national System issue Action Strategies for ongoing outbreaks.
- Combined national and State outbreak response documentation.
- Every month NCDC PHE Technical Board sessions documentation
Qualifications Education:
MSC, or its equivalent in any of the items listed zones: Epidemiology, Community health, Health Sciences, Health Education and Advancement, Health operational structures, psychology, Sociology and Community-related Sciences or another relevant field.
Language:
Fluency in English language and skilled in writing
Work Expertise:
A minimum of 5 years’ expertise in PHC and Crisis management, disease surveillance and outbreak response programming at national and sub-national levels. Reliable background multi-sectorial synchronization, Outcomes-Based Measurement and in health program M&E.
