Overview

The Top level Strategic Information Consultant (Monitoring, evaluation, research and learning) will head the Momentum Country and Worldwide Executive guidance (MCGL), Quality of Care (QoC) project extension and any other RMNCH project as suitable - on all SI associated execution, analysis and data governance. S/he will offer technical support and skills development to the PRS department of the FMoH,  the Governmnet SWAp workspace and counterparts at the State level and its participants during the formation of and execution of RMNCAEH+N data evaluation, use, and distribution plan. S/he will additionally visual tactics and initiatives to enhance capacity on triangulating data from various data suppliers to guide regulatory framework and strategic judgment. S/he will support to the design of strong, user-friendly, premium quality interfaces for data visualization and data distribution to improve state-guided and nationally helped evidence-based programming for upgraded comprehension of RMNCH quality of care interventions. S/he will additionally offer technical support to design of execution analysis and execute plan to build capacity of Monitoring and evaluation operational structures to supervise data accuracy and data use for strategic judgment (which includes skills development of Monitoring and evaluation employees). S/he will also support to the Jhpiego Monitoring, evaluation, research and learning endeavors linking to HQs Monitoring, evaluation, research and learning operational structures.

Duties

• Head the IT assistance for the collection, evaluation, triangulation and analysis of RMNCH and MPDSR data and the calculation of programmatic, surveillance, demographic and epidemiological indicators;
• Supervise instantaneous data use which includes on a weekly basis, every month and every quarter data evaluate sessions; execute remediation endeavors that handle recognized differences and hurdles for project entire and at national and state level.
• Head the development of learning questions for analysis execution which includes procedure development and IRB process in collaboration with participants.
• Head the development of indicators, baseline and targets for the MCGL Extension and other RMNCH projects as suitable.
• Head on development of Project MEL strategies with accepted indicators and targets
• Strengthen the use of data at the national and state level for programme supervising and advancement.
• Assist the process of confirmation and triangulation of data between various data suppliers.
• Oversee and train Monitoring and evaluation officers as suitable.
• Engages in the company and facilitation of national Monitoring and evaluation subcommittee, MPDSR board and other suitable national Monitoring and evaluation panels.
• Assist the offering of development, oversight and guidance to strengthen for Monitoring and evaluation/SI and data accuracy advancement at national and State level in collaboration with the FMoH, PRS department.
• Engage in the company and facilitation of seminars, brainstorming workshops and workshops within their site of skilled, whenever this is essential;
• Arranges every quarter and periodic documentation of initiatives which includes advancement on accepted indicators, donor documentation, etc.; and
• Executes other obligations as allocated.

Necessary Credentials

• MSC in Community health, Statistics, Epidemiology and other associated fields with 10 years of expertise in M&E in international development.
• Understanding with US Government and UN RMNCH programs, Nigerian public sector health system and RMNCH response programs.
• Core Strategic Information expertise, knowledgeable about MER indicators, data collection, evaluation and data visualization using DHIS, NDR, LAMIS, PowerBI etc.
• Exhibited capability to be the technical officer and as the head domain specialist in M&E.
• Exhibited capability to deliver sophisticated business intelligence utilizing Excel spreadsheet software, SPSS, STATA, Epi Info and/or other reasoned software and to offer proof-based strategic guidance as appropriate.
• Exhibited expertise and expertise in application of Geographic information system and other resources to assist geo-spatial display of data to target programme interventions and assets.
